If you are planning on a good couple days of fishing I'd recommend Nicklows in Addison, Penn. Its a little ways from Morgantown but you can buy more minnows there than you can use in a trip for a reasonable price. I usually buy a 1lb of medium shiners if I'm planning a few days on Deep Creek.

If you have more than 50 aquatic animals (minnows, salamanders, crayfish, combination, etc.) then you are supposed to carry a receipt to show you bought them.

Duh... I just noticed the thread title.... The location of the old Southern States in Grafton is now a sporting goods store and carries minnows I believe.
